Interestingly, their solve is to “Get CMYK colors using online color pickers. Make sure to take note of their HEX codes.” But they do not give any resources.
The colors on this page (https://cmyktool.com/pantone-cmyk-color-guide-chart/) seem to be pretty close to CMYK accurate based on my tests. You can ignore the Pantone info. Notice there are no neon colors. You can grab the hex codes from the color block as shown in the following image.
